Initial Residency Determination and Applying for a Change of Resident Classification

An initial residency determination is made at the time of admission to the University. This determination requires reverification if students defer enrollment, are required to formally readmit to the University, have a change of academic level (undergraduate to graduate), or are prompted by a residency official. Students who are initially determined out-of-state or who enroll as non-South Carolina residents must complete a residency application and provide all supporting documentation from the applicable resident checklist, in order to be considered for a change in resident classification. Application submission does not guarantee approval. The burden of proof rests with the student to show evidence, as deemed necessary by the state, to establish and maintain South Carolina residency. 

New undergraduate and graduate applicants, including re-admit applicants, have until the first day of class to verify their resident status for tuition and fee purposes. However, registered students with an undetermined resident status will be required to make payment arrangements on an out-of-state tuition balance to avoid class cancellation. Applicants are encouraged to submit residency documentation well in advance of payment due dates.

Currently enrolled students applying for a change of resident classification must complete the required residency application and supply ALL supporting documentation from the applicable checklist by the deadlines listed. Deadlines are firm.

Application submission does not guarantee approval, so students should expect to make payment arrangements on their current account balance to avoid class cancellation. 

During peak application periods, processing time may take six weeks or more. Students are responsible for monitoring the South Carolina Residency for Tuition and Fee Purposes link within WebAdvisor for updates regarding their residency application. Students are encouraged to submit residency documentation well in advance of deadlines and payment due dates.

Residency Appeal Process

CCU applicants initially deemed out-of-state, as well as current CCU students denied a change of resident classification have the right to appeal. Appeal decisions are final for the applicable application term. Students may reapply for future terms by submitting a new residency application and all of the required checklist items not already on file by the applicable deadline. Appeal instructions are communicated in decision notifications, when applicable.
